He seeks to overcome his physical disabilities throughout his life trying to make himself into a hero for his neighborhood, Gotham and primarily his mother. In an odd twist though his heroes are the criminals and thieves who he sees in his neighborhood everyday. He aspires to be looked up to by other for the power that these gangsters control. Giving out crumbs to the people around them to win their worship.
He starts down his road of crime at an early age, he is easily angered at any perceived slights by others and will take drastic measures to exact revenge. We are told about his brothers who are no longer alive due to some tragedy. He craves the attention of his mother but is overshadowed in his mothers eyes by his brothers. On a rainy day the three go to play hide and seek in an old abandoned subway system. His brothers decide hide down and old storm drain which you need to enter via an old ladder. Oz tries to climb down the ladder and has trouble due to his disabled leg. He gets angry and locks his brothers inside the drain which floods and takes the lives of his brothers because he got angry that they went where he couldn’t go. His Mother suspects he killed his brothers and fears that deep insiode he is a demon with no redeeming qualities, she sets up his death at the hands of a local mob boss who Oz wants to model his life after. Oz is totaaly unaware of her plot but he convinces her he loves her and he will give her evrythng she has dreamed of having so in a moment of compassion she calls off the hit.
During the years Oz weaves many plots pushing his way up the inner workings of Gothams underworld, using each opportunity to betray or murder someone to continue his rise. Each time he acquires some success he is met with potential disaster from the aftermath of his last scheme but somehow he is able to spin those disasters into another level of success until he acquires control of all the Gotham underworld and moves into the penthouse he promised his mother who by the way has had a stroke and is trapped inside her immobile body doomed to live her life with a monster.
Sofia Falcone

We never saw or even heard much about the Batman during this series but i think it was a stroke of genius not having him show up. We got to see one of our favorites backstories like we have never seen before and if the Batman showed up it would take away from the world building we were enthralled by. It also allows for us to see a fully fleshed out penguinwhen we see him next in another Batman movie.
